I am forwarding this idea for what it is worth -- that if the need arises, I might through my husband be able to help with the Department's Publicity Work. 

I am not a commercial artist but an advertising specialist with an extensive knowledge of display advertising and the use of type. Besides ten years' experience in Eastern Canada in newspaper, magazine and radio work, I was for some time an executive with Millington's Limited here in Shanghai, supervising advertising for such firms as the Shanghai Power Company, Shanghai Telephone Company, Cathay Laundry, and others, for the English, Chinese, Japanese, and Russian Public. From this work I had to resign in favour of the Junior Carneys, but have very kind references from Millington's. 

My scrapbook, though unfortunately not at all complete, will give some idea of the scope of my experience, which has included the laying-out of advertisements, copy-writing, magazine writing and editoing, and radio continuity and broadcasting. 

I any of this can be of use to the Department, I would be so glad to help.

I have to acknowledge with thanks your letter dated 28th March, and in reply would state that, whilst your letter is of considerable interest and your talents would be of undoubted value, I regret that owing to the limited funds at our disposal for Publicity work, it would not be possible to make any extensive use of your services at present. 

Should you, however, care to submit some definite propsals for consideration I would suggest that you communicate direct with Mr. C.N. Brown, of this Department, who will be pleased to discuss the subject of department publicity with you. I return your scrapbook which I have perused with great interest.
