Rewi Alley had been the technical expert and adviser of the Chinese Industrial Co-operatives since 1938 until its dismissal in October 1942. He was native of New Zealand and came to Shanghai in 1927. Before his appointment as technical adviser, he worked as a Chief Inspector of factories in Shanghai.
