Enclosed I beg to hand you applicaion with sketch. I was sorry to state that you have declined to grant the applicants Messrs. "Kriba", 1166 Broadway, Shanghai, the permittance of erecting the work in question. Nevertheless, I beg leave yet once to ask you for permission because carrying out this work is very essential and of a great importance for my business. I beg to point out that I am no refugee but a Swiss subject. In case of your being unexpectedly not able to permit the application pass it to a superior instance so that this application may be given a favourable reply.
