A 1924 NCDN advertisement stated: "The "ELEPHANT BRAND" Cement has passed all the tests prescribed by the Shanghai Municipal Council. Copies of Certificate issued by the Commissioner of Public Works Department, Shanghai Municipal Council, may be obtained from this Company on application."
