Letter dated June 16, 1919, from Commercial Attache Arnold, Shanghai, to the Chief, Bureau of Foreign and Domestic Commerce, Washington, D.C. - giving recommendations in regard to effective methods for giving publicity to American interests in China and generally advancing their interests (3p):
- The creation of an American Press Bureau of committee in Shanghai
- The encouragements of special commissions of businessmen, industrial experts and manufacturers from the United States to visit China and from China to visit the United States
- The creation in the United States of a permanent commission to study China's conditions
- The development of a high class American school of business administration and modern engineering practice for Chinese students in Shanghai
- The creation in Shanghai or Peking of a school for the training of Americans in Chinese, Chinese customs and practices, and in general in fitting young Americans for service in China in commerce, industry, education, government service ;
