Description

Letter from British American Tobacco Company to Engineer & Surveyor. Shanghai, December 10, 1924. SMA (SMC), U1-14-3256 (1900).  

We wish to fly from a position near the Tea House at Chang Su Ho Gardens a large captive advertising Balloon. The balloon's capacity is 14,000 cubic feet. It is of British manufacture, stronly mode. It will carry a large dummy "Three Castles" tin weighing about 100 lbs. We wish to fly it at a height not more that 450 feet securing it to a windless with stell cable. 

Kindly let us know if it will be necessary for us to obtain a permit in order to fly this balloon for a period of about one month. If strong winds prevail, we will see to it that the balloon is kept close to the earth.

Unless the Council wishes to raise the question of advertising and make a charge I would recommend that this application be granted providing the B.A.T. undertake to relieve the Council of all responsibility, in case of the balloon breaks away from its anchor, or other accident.

I have to acknowledge the receipt of your letter of December 10, addressed to The Municipal Engineer, requesting permission to make use of an advertising balloon in the Cahng Su Ho Garden. 

In reply I am directed to state that in  view of the probable obstruction of traffic and the possiibility of accident which would thereby be occasioned,  the Council disapproves this application.
