Commissioner of Public Works to Jimmy Advertising Agency. "Advertising Hoardings". Shanghai, September 21, 1936. Source: SMA (SMC), U1-14-3255 (1888).

I beg to draw your attention to the fact that you have recently erected many advertising hoardings in the various Districts of the Settlement without first obtaining permits from this Department. It is essential that permits mus first be obtained before the work is commenced with respect to the erection of advertising hoardings or painting advertisements on walls.

Hoarding Permits No. 598 & 600. I am obliged for your letters Nos. 3044A and 3046A of the 19th and 20th instant respectively, relating to the advertisingh hoardings erected at Cadastral Lot 79, Peking Road and Cadastral Lot 1972, Chengtu Road, which, as you found upon your inspection, are encroaching over the Municipal Road.

Our advertising boards, made of very thin lead plates, are fixed close against the walls. They are hung high up in the air, no pole being erected on the Municipal ground below. In the circumstances, I regret I am quite at a loss to know what improvements are required to be effected in this connection so as to avoid such alleged encroachment.

However, I shall be glad to have your further instruciton on the matter with detailed parciulars, so that the necessary steps may be taken to fix he boards in an approved manner.

With refrence to my communication of the 19th and 20th inst. And your reply thereto of the 22nd inst. (Feb 1937) I have to inform you that in each case your application for the permits stated paint advertising sign on wall whereas you actually erected advertising hoardings, and these hoardings were actually erected before applications for permits were made.

The advertising hoarding erected on Cadastral Lot 79 Peking Road was encroaching over the Municipal Road, and was therefore removed yesterday by this Department in accordance with my previous communication.

I would remind you that in all cases it is essential that application be made and a permit received before any work is commenced.
