Description

I beg to inform you that I contemplate establishing a Company by the name of "The Oriental Cinematographic Advertising Company". As part of the business activities on the above firm, I wish to advertise by Cinematographic at the crossing of Shangse & Nanking Roads, and also near the Astor House. I understand that your permission is required which I have no doubt you will kindly favour me with.

The conditions under which permission had previously been given for the exhibition of illuminated advertisements are as follows: 
(1) That the screen and lantern enclosure be constructed in accordance with the requirements of this Department. 
(2) That only glass slides be used. 
(3) That each situation be subject to special approval. 
(4) That if it is found that the advertisements attract crowds detrimental to traffic control, the permit be withdrawn.

As in this case, the applicant wishes to use cinematograph films, I recommend that the permission be refused and the applicant informed of the above conditions.

I suggest that a reply be given somewhat on the lines of the Council's letter of April 11, 1922, to the Oriental Press and that the fee be Tls. 3 per square foot.

Mr Bozallo has explained his proposal in detail and has been told that, if allowed, it would probably cause the adjacent streets to be blocked with sightseers. He has said that if is he decides to proceed further with the idea he will communicate with the Police again.
