As I wish to exhibit advertisements in the night on a movie screen "Cartoon" Films on the top of one of my shops at No.12A Nanking Road, I shall thank you to grant me your permission to do so and oblige.

With reference to your letter of the 15th instant (March 1924) regarding proposed exhibition of night advertisements at No.12A Nanking Road, I shall be glad if your representative will kindly call on the Building Surveyor at your convenience, with the object of explaining in detail exactly what you wish to do.

An application has been received from the Globe Express Company, to be allowed to display cartoon films at night on the roof of the above premises - a new one-storey building. The screen 14 feet by 7 feet would be placed adjacent to and facing Nanking Road; with the cinema apparatus behind same. The applicants state that such displays are allowed in many American and European cities. 

I shall be greatly obliged if you will kindly let me know if you have any objections to the proposal.

In accordance with your recommendation of July 21 (1924), the application by the Globe Express Co. to display cartoon films at night on the roof of the above premises is disapproved. I shall be obliged therefore, if you will inform the applicants accordingly.

With reference to your recent application to be allowed to display cartoon films on the roof of No.12A Nanking Road, I beg to inform you that the Council has disapproved your application, on the ground that such display would be likely to cause crowds to collect in Nanking Road at this point, resulting in possible obstruction to traffic.

I beg to acknowledge the receipt of your letter of 25th ult (July 1924), and regret to note that the Council disapproved my application on the fround that the same would be likely to cause crowds to collect, but as personally explained to your goodself, I assure you that there is no fear of crows getting collected and further the fact which I should have mentioned in my last letter that the cartoons will be displayed after 8 p.m. at which hours as a rule there is much less traffic especially of Chinese on that road, I therefore request your goodself to be kind enough to reconsider my application favourably.

With reference to your letter of the 1st instant, I beg to inform you that the decision of the Council as communicated to you in my letter of the 25th ultimo (July 1924) was arrived at after full consideration of the various aspects of your case, and I regret that I am therefore unable to recommend your application for reconsideration.
