We beg to acknowledge receipt of your letter informing us that our application ofr the erection of an advertising board on the roof of House No. 378 Sinza Road is approved and that permit for same may be collected. In reply we regret to inform you that the landlords of the house concerned will not consent to the said erection and we are therefore unable to carry out the work. It is requested that you will kindly arrange for the cancellation of the permit.

In reply to your letter of the even date, I have to inform you that the Council has laid down the principle that the fee in connection with a permit is based upon the labour and time involved in the examination of the plans, and the fact that a scheme is abandoned subsequent to the issue of a permit does not cancel the obligation of the applicant to pay the fee.

I return herewith my notification of the 8th instant, (September 1939) and shall be obliged if you will collect the above permit from the Revenue Office, 209 Kiangse Road.
