The object of this communication is to seek permission from the Council to hold a trade peageant for one day, during the Christmas week, the route followed would be, from Hongkew Park to St. Georges.
As a stimulous to trade, we have been promised the support of numerous Shanghai firms, with the object of having a parade of decorated "Floats" depicting various articles imported from abroad, and the produce of this country which would be mounted on Trucks, and suitably decorated.
In view of the fact that this project entails considerable time and expense, we would much appreciate the courtesy of an early reply.

With reference to the letter referred to above, there is no objection to the proposed parade of decorated "Floats" in so far as this Department is concerned, provided that the vehicles used conform to the conditions of the licence regulations for such vehicles and that the route to be followed be approved by this Department.

I have to acknowledge receipt of your letter of August 8, applying for permission to organise a trade pageant of decorated "Floats" to follow a route from the Hongkew Park to St. George's. In reply, I am directed to inform you that the Council is unwilling to entertain your proposal.
