Will you kindly advise us on what terms the Municipal Council will lease us Cadastral Lot No. 1768 at the corner of Avenue Foch and Chengtu Road. We wish to erect on this tract two advertising boards similar to those we recently erected in front of St George's Hotel. We would like to point out that there are many existing advertising boards in the vicinity and that the location we refer to is not in a foreign residence section nor could the proposed boards be seen from any foreign residence.

If the Municipal Council grants us a lease we will level and sod the land, plant a part of it in flowers and undertake to keep the site in a clean and sightly condition. We will also undertake to remove the boards at any time on notice from the Municipal Council.

With reference to the Council's letter of January 8, and the lease of the above property to Messrs Carl Crow, Inc. vide their letter of March 5, copy attached, will you kindly inform me whether possession of the land in question has yet been taken by the lessees.

With reference to your notification regarding building permit no. 9995A for the erection of an advertising bulletin at the corner of Avenue Foch and Chengtu Road, I note that the fee is Tls. 4, i.e. the fee charged for a foreign building not exceeding 20,000 cubic feet. 

I find that in the past we have been paying either the Tl.0.50 fee which is prescribed for "erecting" sign boards, lamps or fences" or the Tls. 1.00 fee "for minor building operations", and write to enquire what fees we may expect to be charged in the future. In the present instance the fee charged amount to about 6 per cent of the cost of the bulletin, and appears to use to be out of proportion to the value of the work.

With reference to your letter of the 10th instant, the fees for erection of advertising hoardings, etc. are as follows:

  • a) Hoardings surrounding property and on roofs, for which sketch plans are required: Tls. 4.00
  • b) Advertisement boards fixed to walls : Tl. 1.00
  • c) Poster boards and hand boards (40" & 30" approx.) for erection : Tl. 0.50
  • d) Placing ladders on M.C.R. For repaintinf and reposting : Tl. 0.50. It is essential that explicit particulars be given in your applciations for permits as to what is actually desired.

"Hoarding - Avenue Foch - Cadastral Lot 1768, Western" - I shall be obliged if you will please have the advertising hoardings fronting the above mentioned property moved back clear of the Municipal road line as soon as possible.

Your reference No H.97/678. In view that building operations are to commence at an early date on Cad Lot 1768 Western Avenue Foch, it is requested that our hoardings be permitted to stand as a substitution for the usual fence necessary during the period of construction. Trusting your department will be in position to accede to this request.
