This advertisement obviously targeted the (foreign?) business class in Chinese cities (industrialists. investors...) eager to make profits in a short time, rather than ordinary consumers (individuals or households). The main text actually provides a detailed list of potential clients: "large hotels, residences, hospitals, boardings houses, stores, meat markets, dairies, creamerines, offices and other large sonumers of ice" - in a word, establishments involved in private enterprises or communities services.
